Challenge

The Algarve region needed to diversify its economy beyond tourism by creating a sustainable and vibrant technology hub. The primary challenges included attracting international investment, developing local talent, and integrating innovation-driven businesses into the global market. Additionally, there was a need to build collaboration between academia, businesses, and government to ensure a robust support system for technology and innovation initiatives.

Methodology

  • Approach: Phibon’s approach involved a multi-stakeholder consultation process using the “Triple Helix” innovation model, which integrates academia, businesses, and government to foster collaboration. Key areas of focus included talent attraction, infrastructure development, and promoting internationalization through strategic partnerships.
  • Tools Used: Data-driven analysis of the current innovation ecosystem, comparative benchmarking, stakeholder interviews, and international market trend analysis.
  • Collaboration: The project involved close collaboration with the University of Algarve, Algarve STP, and other local and international stakeholders, including the European Digital Innovation Hubs.

Solution

Phibon delivered a strategic plan that laid out clear objectives for internationalizing Algarve’s innovation ecosystem, focusing on three critical areas:

  • Business Internationalization: A roadmap to attract international businesses, particularly in the fields of tourism technology, renewable energy, and healthtech.
