Defence procurement is increasingly entangled with proprietary digital ecosystems dominated by private actors. These technologies arrive through as-a-service models that limit national control, reduce auditability and obscure the strategic implications of adoption. The challenge was to assess those environments and the structural vulnerabilities created by dependence on external providers.

How we worked

  • Forensic evaluation of public-private partnerships to make governance gaps and power asymmetries visible
